Bill 60 Receives Royal Ascent

One of the more meaningful developments for Ontario land happened quietly at the end of November. Bill 60 — the Fighting Delays, Building Faster Act received Royal Assent. The legislation makes targeted changes to the Planning Act, Development Charges Act, and Construction Act that are directly relevant to land with future development potential. Bill 60 aims to give municipalities more flexibility to delegate approvals and streamline planning instruments, reducing entitlement friction on projects that are already aligned with local growth objectives.

Looking Forward To 2026

The more tangible impact from Bill 60 comes from greater predictability. Amendments to the Development Charges Act are intended to clarify how and when charges are applied.  When approvals are clearer and construction risk is lower, developer demand for entitled or near-entitled land strengthens, supporting downstream land values.

Bill 60 doesn’t eliminate risk — and it doesn’t guarantee faster builds. But it is designed to improve the mechanics of value realization. Clearer planning tools, more predictable development charges, and better construction-phase certainty.
